like many other terms in the church it depends on the person and how they use it
for me when i say i'm charismatic i mean i fully believe in the power and gifts of the Holy Spirit and am open to allowing Him to work in me however He wills, whenever He wills. For others who call themselves charismatic they are actively seeking manifestation of certain gifts such as tongues and take it to the point of saying you're not saved until you have manifested those specific gifts. For other people it means being part of the
Holy Laughter Movement.
so yeah... saying someone is charismatic ain't necessarily bad - just find out what they mean first
