In that passage, Paul was basically saying we should be glad and find joy in our circumstances, regardless of the condition of those circumstances. The saying: Sing and make music in your heart to the Lord..., is describing the outlook of a Christian in Christ Jesus, led by the Holy Spirit. So let those nay-sayers who think we should all be mournful and never enjoy anything be put to shame. Our joy is in Christ, not in the world, so being drunk on wine is obviously excluded from the outset, but the sensation is not the point, which is why being drunk is excluded. It's a condition brought about by something on a higher level; our joy in Christ, which is not simply a joy, but a joy and a hope brought about by trust in our mutual salvation.
